Mr. Massey said that

Mr. Massey and Mr. Lewis called on me as latter was passing through Shanghai from Hongkong on his way to Peking and informed me that Mr. Lewis intended to approach you on the subject. Chinese minister of railways was anxious to place this contract with Northern Construction Company partly because Doctor Sun Yat-sen intended to give it to them and partly because Mr. Morris A. Cohen (alias Morrison) stands to benefit pecunis rily if Northern Construction Company and Reies Massey and Company are associated in this contract.

Cchen describes himself as a personal adviser

to Sun Fo minister of railways.

His name occurs

several times in archives of this consulate as an

adventurer and suspect.
